I had to install them through the launcher to get them to show up in my game. Normally I use the multi-installer from MTS and turn lots into packages and stick them in my library folder, but I found that those uni lots would not work if I did that. This isn't surprising for the real-time strategy genre but may be disappointing for console gamers. As long as those are already in your mods folder when you install the homeworld uni, the rugs will show up on those lots when you place them automatically and you won't have to do a thing.
